    U kunt alleen inspreken op agendapunten die niet eerder zijn besproken tijdens een commissievergadering. Elke spreker krijgt maximaal vijf minuten het woord. De voorzitter verdeelt de spreektijd evenredig over de insprekers als er meer dan zes insprekers zijn.
